The Seattle Office of Planning and Community Development (OPCD) has released Phase 2 Legislation for the 2025 Comprehensive Plan (One Seattle Plan). This gives more details and development standards for zoning updates and how upzoned areas will be affected. This webpage has lists of pdfs that explain the different zoning designations and the changes specific to urban and neighborhood centers by District (Upper Fremont neighborhood center profile is here). It also has the remaining information sessions as well as OPCD virtual office hours to answer questions and provide further information. Public comment is accepted on the zoning map site or by writing to City Council or your representative.
